<PROGRAM FILES> Installation Directory - defaulting to "Program Files (x86) Options

In the Sagekey Access 2013 Deployment Wizard I have my Installation Directory set to <PROGRAM_FILES>\foldername, however when I run my completed executable on a machine it always defaults to C:\Program FIles (x86)\foldername, and even when I specify the installation path on the target machine when running the exe it ignores it and installs to Program Files (x86) instead. The target machine is running Windows 7.

The Sagekey help files seems to indicate that <Program Files> will install to C:\Program Files, however this does not seem to be the case for me.

Is there some other setting that needs to changed inside the Sagekey wizard or any other suggestions?
