Help with Access 2003 Options

I am still supporting some older applications that were written in Access 2003. I am running Office 2007 and Access 2003. Recently I began to have problems with Linking/Importing of Excel spread sheets with the Access 2003 and I have also lost the Tools/Office Links options. The Link/Import error I get is "The file is not in the a correct format for a Microsoft Access project". I can still link and import Access tables, it is just Excel files I am having trouble with. The Office Links icons are not showing as available. This configuration still works fine on my backup computers.

I have tried every type of un-install/re-install I can think of including removing all Office products and re-installing both Office 2007 and Access 2003 but nothing has worked. Does anyone have any suggestions. Thanks for the help.
